Chief Technology Officer

Tim Rudolph is a member of the Senior Executive Service (SL).  He is the Air Force-wide Technical Advisor, Integrated Information Capabilities (IIC).  He serves as the Air Force Life Cycle Management Center’s (AFLCMC) Chief Technology Officer (CTO), stationed at Hanscom Air Force Base, Massachusetts.  As part of the AFLCMC Engineering Directorate, he focuses on transition of Science and Technology from the Air Force Research Labs, other Military Departments and Federal agencies, and many technology providers.  He is a vocal advocate of cloud technologies in most appropriate forms and delivery of “after next” technologies understanding threats and vulnerabilities to balanced risks to enhance rapid mission capabilities.  Dr. Rudolph is a strong supporter of small business and firms that lean forward and are dedicated to the development of innovative and synergistic solutions.

Dr. Rudolph has been a leading advocate on efforts that promote and form “Private-Public Partnerships”.  The partnerships have fostered enhanced threat sharing information and have facilitated the leveraging of assets and resources from state, academic, DoD services and agencies for the collective benefit of the parties, dedicated war fighters and taxpayers.  In his CTO role, Dr. Rudolph formed the Hanscom Innovation and Collaboration Board and serves as its Chairman.  Comprised of base, the state government, other DoD installations, non-profit and academia partners, the board works to collaborate, consult and share technical innovations supporting Air Force capabilities while also enhancing the regional economy.  For this and other accomplishments, he was chosen Armed Forces Communications and Electronics Association (AFCEA) 2015 IT Leader of the Year. 

Dr. Rudolph has been appointed the Air Force Command and Control (C2) Authorizing Official (AO). Using his AO authority (formerly referred to as Designated Accreditation Authority (DAA) to approve new technologies for warfighter use, he has demonstrated proven agility and speed in moving capabilities to the field.  Recognizing the value of open technology and the ability to assemble capabilities rapidly from information services, he is a pioneer of software only assessments with DoD-wide reciprocity.  Dr. Rudolph has also been delegated Rapid Cyber Acquisition AO and C2 Research, Development, Test and Evaluation for C2 programs, projects and facilities, in particular, supporting early systems engineering, developmental planning and exercises/demonstrations of capability development and delivery.

Dr. Rudolph gained system development experience in multiple commercial IT companies. In March 1994, he co-founded Paradigm Technologies, Inc., an industry partner focused on the application of technologies in creative ways for multiple agencies and commercial enterprises, which he managed with partners until divesting in 2007.  He is a recognized pioneer in network-based services, open systems and open technology development, and Posix security standards.  With his extensive expertise of modeling, simulation and analysis technologies, he is a credited leader for development of the high-level architecture (HLA) with extensive experience leading government and industry partners to advance interoperability enterprise solutions.

Dr. Rudolph is a Certified System Engineering Professional (CSEP) by the International Council on Systems Engineering and a Certified Information Systems Security Professional (CISSP) by the International Information System Security Certification Consortium, Inc., (ISC)².
